Adding a 2nd floor to an existing facility isn’t impossible. However, in all cases, this would require that the building be empty for the duration of the foundation work (through the existing building) and then also during the structural work to create the 2nd floor structure. We currently do not have any suitable location to move students to for an interim period that would allow for the facilitation of this type of work. This type of project is also extremely costly and likely is 2x or more that of a normal building addition.

Two-story building foundations are designed for the overall weight of the two-story structure resting on those foundations. We are not aware of any existing buildings of ours that would have been engineered for an additional floor level to be added at a later date.

We already own land for a new high school in the Conroe Feeder Zone (by Stockton JH), and we have purchased 3 other parcels with more in the works. Land will be covered at the 2/22 meeting.

Please click herepdf for a chart with the current class and enrollment numbers. We try to staff PK at 18:1, but the requirement is 22:1. We also have a blended PK program at some campuses where some of our preschool special education students push in to the general education classroom for a portion of the day. The numbers for those classes have to be smaller so that when both classes are together they are not too large. There may also be instances where students moved out after Winter Break resulting in the numbers of students in a class being lower than the ratio.

The tax rate impact of issuing 5 series of bonds, instead of 4 series of bonds is minimal, but the estimated interest cost could be much higher. Each series of bonds is structured to maximize the amount of bonds to be issued within a certain tax rate parameter, while taking into consideration the District’s existing debt service requirements and the useful life of the projects being financed. By differing a portion of the bond authorization to a fifth bond sale, the bond could be subjected to a greater degree of interest rate risk – or the risk that interest rates could move higher in the future. The tax rate scenarios presented to the Bond Committee on February 8th assume higher than current market interest rates to be conservative and to mitigate any interest rate risk.
