The HAY Center, a program of Harris County Resources for Children and Adults, a public/private partnership, provides much needed services to foster youth transitioning to adulthood in our community. Our employment, education, housing, mental health and life skills programs empower current and former foster youth to be successful productive adults.

The Education and Training Voucher (ETV) Program allows Texas to help current and former foster youth and young adults, youth adopted at age 16, and youth that enter Permanency Care Assistance at age 16 to make a smoother transition to a successful adulthood by providing funding and supports to help youth and young adults achieve their educational goals. State College Tuition Waiver
The college tuition waiver provides exemptions of tuition and fees at Texas public institutions of higher education for youth formerly in DFPS conservatorship, adopted youth, and certain other youth.

The HAY Center, a program of Harris County Resources for Children and Adults, is a one-stop center where current and former foster youth, ages 14-25, can acquire a variety of transition resources, services and support. The HAY Center is contracted to deliver Preparation for Adult Living (PAL) services as well as training and employment opportunities through the Texas Workforce Commission (TWC).
