Attendance Boundary Process – Eissler Elementary & Campbell Elementary

• Student is entering their final year at a campus and is rezoned: We have traditionally allowed a student to complete their final year at their current campus. The parent/guardian would need to initiate a transfer request within the allowable window of time at the District transfer website. If the transfer is approved, the parent/guardian must provide transportation for that year.
• Sibling transfers: We have traditionally allowed a sibling of a student that is completing their final year at a school to transfer and remain at that same campus for one year only. The parent/guardian would need to initiate a transfer request within the allowable window of time. If the transfer is approved, the parent/guardian must provide transportation for that year.

Less Common

• Student is rezoned from a PK/K-4 to a PK/K-6 campus: If a current 4th grade student is being rezoned from a PK/K-4 to a PK/K-6 and will be entering the fifth grade in the following year, a parent/guardian may initiate a transfer request within the allowable window for their student to remain at the intermediate campus they would have attended prior to re-zoning.  If the transfer is approved, the student would receive District-provided transportation during their 5th grade year only if they meet the normal transportation guidelines and space is available.  If a parent/guardian applies for a transfer for the student’s 6th grade year and it is approved to stay at the intermediate campus, the parent/guardian must provide transportation.
• Student is a current 5th grade student rezoned from an intermediate campus to a PK/K-6 campus: The parent/guardian would need to initiate a transfer request within the allowable window of time for their child to attend 6th grade, for one year, at the intermediate campus they attended for 5th grade.  If the transfer is approved, transportation will be provided for one year only if they meet the normal transportation guidelines and space is available.

The District understands the impact that rezoning has on families. However, our District is rapidly growing, and as a result, we must open new campuses from time to time. In addition, over time we periodically must revisit the attendance boundaries of existing campuses where we have seen demographic changes. We try to not rezone for the sake of rezoning. We are committed as a District to providing outstanding schools for all our students, while maximizing the use of existing facilities and reducing the use of temporary or portable classrooms when possible.

School sites are chosen based on multiple factors including:

• Demographic reports on future growth trends of the area
• A developer’s amenability to selling a parcel of land sufficient in acreage size to meet the needs of potential school
• Cost
• Availability of utilities on the site for development of a campus
• Roadway access
• Analysis of drainage and detention needs of the land parcel being analyzed
• Consideration of future known District building sites for campuses

Campbell Elementary will be a K-6 campus, while the committee, and ultimately the Board, will determine whether Eissler Elementary will be a K-4 or K-6 campus.

When determining the location of special programs, the District considers many factors including the participation in special programs by the students living in the attendance zone, facility space, program history, etc.

We included representation from campuses that possibly could have areas rezoned (moved to attend a different school than currently attending). We will not know the answer until we go through the process. We do anticipate adjustments being made to the attendance boundaries of several Oak Ridge, Caney Creek, and The Woodlands area campuses.

There will be a combination of both virtual presentations and in-person presentations. Campuses involved will also share information via newsletters. In addition, we will utilize the District’s website to share possible attendance boundary scenarios and to receive feedback.

The public is encouraged to attend community meetings and submit feedback electronically via this portal. The ABC Committee will take all feedback into consideration when deciding which scenarios to recommend to the Board of Trustees. The Board will make the final decision.
